Who can use Office Apps installed locally under Office 365 Business Premium license

Client has four end-users who are getting Office 365 Business Premium licenses and need to install Office locally.

All client's users have Business Essential licenses as they use Office 365 email / cloud Office apps.

Question is, if anyone else logs into one of the four end-user machines that have installed Office, will they be able to use the locally installed Office as well OR is access/use limited to user holding the BE li

Assuming they are buying 4 licenses for Business Premium and not installing the 5 licenses for one business premium account on all four computers... anyone can use the installed software but if it is a subscription, it needs to remain logged into the business premium's account.
