Why has MS changed the licensing policy for Office 2013?

I have used Office personally and also have purchased hundreds of copies of office for business use. 

MS encouraged home users to install Office on a desktop and a laptop as long as only one computer was using the product at a time.  This policy was perfect for those of us that travel with a laptop to allow working on the road.

I am now told that I can only install a stand alone (non subscription) version of Office on one computer and am expected to purchase a license for both computers if I upgrade to 2013!  Is this true?  Has MS changed that
