Cross-reference menu is no longer available in Word 2010 so I can no longer insert a cross-reference such as "Figure 12". Reinstalled Office but did not help. Everything else in Word seems to still work.
It is in the Links group on the Insert tab, unless you have either edited it off the ribbon or are using an add-in which removes it. I can't think of another reason why it would not be present. In a worst case scenario you can always add-it from the Insert commands to the QAT (Quick Access To
In Safe mode, I can access the cross-reference dialog box and insert a reference such as "Figure 12". So your diagnosis must be correct. The only macros I can see in "View Macros" are Word Commands. So I still do not know why I cannot access the cross-reference dialog box when starting in the normal mode.
Thank you very much for identifying the nature of this problem. Do you have further ideas for me on how to eliminate the interference in the normal mode?

I think I am embarrased but still trying to convince myself I shouldn't be. I now can access the cross-reference dialog box even when starting Word in the normal mode. Not sure just how this happened because I had been working in the safe mode and, of course, didn't have the problem. When I started Word again in the normal mode, the problem was no longer present. So I must have moved the dialog box from the previously "turned off" monitor to the main monitor while in the safe mode. Apparently the dialog box somehow must have been displayed in the "turned off" monitor when I first encountered the problem.

I am having the exact same problem here with my word 2007 and 2010. I was able to make cross references and all-of-a-sudden, it no longer works and just blinks. I even tried reinstalling office and then it worked for a few times and the same problem reemerged. Closing the document and reopening it does not help. How did you solve this problem?

In that folder, you may find another numbered folder (eg 12 or 14). Either of these may contain files named 'Building Blocks.dotx' and/or 'Built-In Building Blocks.dotx'. Rename those files and re-start Word. It will create new versions of those files, which should correct any faults the existing ones had. If all's well, delete the renamed files.
