1) What is the Exchange server equivalent to admin permissions in exchange 2013 "on-premise" servers. In previous versions it seemed to be "organisation management".
2) What tools/consoles are typically used for monitoring/managing exchanges 2013 "on-premise" (i.e. for SQL Server you have SQL Management studio).
3) Likewise for Exchange 365, what tools/consoles are used to manage and administer your cloud mailboxes? And are their a degree of different permissions for that environment? If so what is the equivalent to admin permissions (i..e highest level of account).
admin level permissions

Hi,
1) Basic permissions are Domain Admins, Enterprise Admins and Organization Management. Permissions in Exchange 2013
2) We use Exchange admin center (EAC) to manage Exchange 2013.
To monitor Exchange 2013, if you have adequate budget, you can consider System Center 2012 Operations Manager (SCOM 2012).
3) I am not very good at Exchange online. Based on my knowledge, to manage Exchange Online, the management console is also Exchange admin center. There are no different permissions for Exchange Online.
Best Regards.
