Even When trying to create a new Outlook Web App Mailbox Policy
How can I delete/remove old mailbox databases which were of a previous server as they are still appearing in the Mailbox under Database Management

In your case I would run ExBPA and check for warnings/issues/problems
Regarding the mailbox database, if the server is deleted you can delete the mailbox with adsiedit but you should be carefull with that

Any update for your issue?
How do you create the publicfolder, through EMC or EMS, and is there already a public folder on the exchange 2010 mailbox server, you just could create one on one server.
If operations are all good, what about the information after you run the EXBPA.
Follow Jonas's suggestion, and remove the database from the adsiedit.

Yes thank you all I deleted the old server using adsiedit and then it let me create a public folder
