is there any way to check online the consistency of Exchange 2003 database ?

Could you please clarify your question/concern?
The I ask this is because first thing that you need to ALL Exchange databases that are online are INCONSISTENT since they are open for transactions, i.e. send, receive, modify emails. Even an online backup when taken is in an INCONSISTENT state and
it gets put The ONLY time a database is in a CONSISTENT state is when all outstanding logs are committed and this can happen by
Taking a database offline with Exchange management and transaction logs are committed.Backup is restored and all logs are played into the DB as part of the process
Soft recovery, i.e. power is pulled so when it comes up any outstanding logs are played in

Agreed.
If you want to run the eseutil /mh to check the consistent state, you need to dismount the database.
If a database is consistent (state = clean shutdown), all the log files have been committed to the information store. If the database is not consistent (state = dirty shutdown), the log files may not have been committed to the database yet.
