Agree with Thomas, you can use Get-InboxRule to see what is set in any rule and export the output.
It gives you all the details except the action that is set to run on client level, aka Client Only rules (for example, if mail received from soneone, play a sound or start an application)

Hi,
To manage inbox rules from server side, some cmdlets like Get-InboxRule/ Set-InboxRule ect are the only available commands. And yes, they cannot export/import inbox rules.
Perhaps you may consider to use Get-InboxRule to export these contents of inbox rules from Exchange online, then use Set-InboxRule cmdlet to set the same inboxrules one by one. If there are a large of mailboxes, there will be lots of work to do.
I suggest to inform users of exporting inbox rules from client sides.
