Exchange Server 2003 only supports clustering using a Single Copy Cluster model where a single copy of databases and transaction logs is maintained on a shared volume, typically on a SAN. By the sounds of what you've configured you can replicate public folder
content but not your mailbox databases.
Exchange 2007 and 2010 support replication of mailbox databases, with Exchange 2010 being the easiest of the two to configure. It may be worth evalulating your options to see if this would solve your problem.
If you need to stay with Exchange 2003 and wish to look for a replication solution you would need to have a look at third party solutions, like DoubleTake.

Steve is correct.
As i understand, you installed another Exchange 2003 server these days.
I suggest you update to Exchange 2010 and deploy an database availability group.
