I'm using outlook 2013

after upgrading to win 10, I got problem with my outgoing emails.

I can compose email normally, but my receivers can not read my emails because the characters like this:

cty i mt khong 3h ngi trn xe, 8h pm mi v n cty. Em bnh thng nu ko i Hi phng th 5h20 c th v n nh  ri nhng nu 8h pm mi bt u t cty v th phi 8h30 mi v n nh  chng hn. V cng vic ( tuy ch to n di chuyn trn xe) m  thi gian ca NL b mt i so vi 1 ng y lao ng bnh thng th thi  

i try to find the reason and maybe its because of encoding UTF-8. I can not change " Preferred encoding" from " international options" in " Advanced" tab.

please help to advise me how to solve this problem.

This problem is at receivers end, not in yours. So, you can suggest to the receiver that he/she has to Use plain text messages.

Does this issue happen with all recipients or with certain ones?

In what format did you send the email out? Please try switching to another mail format and check if this issue persists. To change the mail format when composing messages, click Format Text tab and click the mail format in Format group.

By 'I can not change " Preferred encoding" from " international options" in " Advanced" tab', do you mean the 'Preferred encoding' option is grayed out? If so, you may need to contact your Admin and confirm whether the option is controlled by GPO.

In addition, some antivirus software may integrate itself into Outlook and may scan your outgoing emails, which could also cause the issue. Please disable its integration in Outlook as per the documentation of the program, and then check if this issue persists.

If those two drop down menus give you an empty line with no options on fresh windows 10 & office 2013, in outlook 2013/encoding options (Preferred encoding/international options/Advanced)

try

cmd (run as admin) - > SFC /scannow
