There is no such product called "Outlook Express 2013", would you confirm whether you are using Outlook 2013 or Outlook Express? Please note they are two different products.
In addition, what kind of search engine did you remove? Could you tell me more about it?
There are some suggestions regarding the issue that you can try:
1. If you are using Outlook 2013, click FILE -> Info -> Account Settings -> Download Address Book. Download the address book again to check the result.
2. As the issue occurred after you removed the search engine, it may have also removed/corrupted some Office components, go to Control Panel -> Programs and Features to repair the installation of Office, check the result.
3. Based on the error code, it may be caused by a corrupted Outlook Profile, go to Control Panel -> Search "Mail" and open it, add a new profile to test if it works fine.
