Can you explain it bit more?
14GB left on disk drive or you are getting any event in application log?
What's the amount of white space you are getting in Event ID 1221 in Application Log?
What's the size of EDB and STM file?
Which edition of Exchange 2003 you use, Standard or Enterprise?

You can go offline defregmentation of database with Eseutil but it reduces the amount shown in event id 1221 in your application log.
Eseutil requires 110% of free space on database drive when you run it but you can share a network drive and use it to store temporory edb file during defregmentation with /t switch like below example...
eseutil /d c:\progra~1\exchsrvr\mdbdata\priv1.edb /t x:\temp.edb
Refer below similar thread for further information on offline defrag....

You can set mailbox size limit for your users to control database size later...

If you never full backup your database, log files can take many spaces. A article share with you:

If you're still lack of disk space after a defragmentation, I suggest you buy a disk. Circular logging is not recommended. Thanks,Elvis
