Are you sure it's Exchange that's doing this? Is there a SCL header in
the message and, if so, what value was assigned?
It's also possible that it's Outlook's junk e-mail filter that doing
this independantly of Exchange.

Hi Rich,

how to be certain that outlook's junk filter is causing the issue?

If the SCL value for the message is below the value you set for
Exchange to move the message to the junk e-mail filter (or there's no
SCL header) then it has to be Outlook that's doing it. If want to
verify that, turn off the junk e-mail filter in Outlook and see what
happens.

Hi Rich,
junk mail filter disable and still the emails go to Junk.
so most likely is the SCL value in exchange causing it. may i know how to change the SCL value in exchange?
thanks.

Hi
Please have a look on "Configure Content Filtering Properties"
http://technet.microsoft.com/en-us/library/bb124490.aspx
As it said, you can use command "Set-ContentFilterConfig"
