By default every Exchange 2003 server will accept inbound email for any users in the Exchange system. The only condition is that you need to make sure that the email addresses the users have exist in a recipient policy, otherwise Exchange won't route the emails. So if your smtp domain is company.com,your users all have username@company.com addresses, and you have @company.com defined on an recipient policy, then there is no reason why your Exchange server won't accept and route those messages to their respective mailboxes. So I would start there if you are having issues. You don't need 3rd party software to do this by the way.
