exchange time zone issue
This issue is occurring on exchange 2007 sp2. This issue appears to be similiar to the issue listed in the following kb. http://support.microsoft.com/kb/925376The cdo version and registry edit listed in the kb have been put in place which does resolve the specific issue however there does appear to still be some kinf of server time stamping going on for Outlook users. The servers are in the central time zone and users are geographically dispersed. Using Outlook 2007, if a user in the pacific time zone updates the shared calendar of another user in the pacific time zone the meeting forward notificatoin that invitees receive will show the meeting in central time. This doesn't effect the actual calendar entry but it is confusing to the end users. I did find that, similiar to the kb article, if the meeting is created by an Enourage mail client that the meeting forward notifications are in the proper time zone.It looks like there are a few other posters with similiar issues but I'm not sure if they made the registry update in the referenced kb article. http://social.technet.microsoft.com/Forums/en-US/exchangesvradmin/thread/67134009-7c05-476c-856e-5b7f8bc36578/http://social.technet.microsoft.com/Forums/en-US/exchangesvrgeneral/thread/93ac354e-c877-4b97-8802-7f6c63e8717f/As a side note, I also notice in Entourage 2008 ews that it shows the meeting with xx:xx central time (xx:xx local time) indicating that there is still some time stamping happening on the meeting itself. I'm wondering if there is anything additional that can be done to correct the issue. I am aware that I can disable the meeting forward notifications but I'm hoping there is better fix.

So, the issue is, notifications sent by an exchange server to a user do not have the time stamp in the body of the notification set to the time zone of the user. Instead, the time stamp in the body will be set to the time zone of the originating server itself. This can cause confusion if the user is in a different time zone than the server The cause of this issue is that: Exchange/Outlook save meeting and meeting requests in GMT time zone in the mailbox (it will not contain any time zone information), as said in KB 925376. Every time outlook show meeting/meeting request, it will show them based on the current time zone setting (Pacific Time zone in this case). So, when exchange sever try to send the forward notification, it cannot get the time zone setting at organizer's side. That's why it can only use exchange server's time zone (Central Time Zone in this case) for the notification I understand this issue causes the confusion at your side. Unfortunately, this behavior is by design and cannot be configured as I know. So, please inform users to follow the time within the calendarJames Luo TechNet Subscriber Support (http://technet.microsoft.com/en-us/subscriptions/ms788697.aspx) If you have any feedback on our support, please contact tngfb@microsoft.com
