Everytime I open a program its sending me too google chrome and it says this,for example: file:///C:/Riot%20Games/League%20of%20Legends/Liga%20lu%20legend%20.exe,what should I do?Please contact me.

I agree with Al that it seems like a virus caused the issue, I suggest you run the Anti-Virus program on your computer, kill all the viruses it finds and check the result again.
