I need a folder that all can add data / text into but once entered and saved ,from that point on, it can no be re edited, deleted ,changed or altered. I also need to give access to a group to be able to edit it .

Do you mean a windows folder or an Outlook mail folder? I'm afraid it is not possible to achieve the goal with Windows or Outlook build-in features. I'm not sure if this can be done via some third-party tool, but you may try to find some and have a try.
