form not working in excel

I bought a surface 2 tablet to use on the road.
it has installed office 2013 RT.

I have tried to create something I can do on my work desktop easily which is create a form to allow quick data entry into a spreadsheet.

Generally on a new install of office to facilitate this you can go to:

Options>

Customise ribbons>

commands not in ribbon>

and there you will see 'Form" but it is not an option.
Developer seems to be there

Is this simply yet one more thing I cannot do on this tablet which is suppose to be a replacement for a real notebook?

Hoping someone has an answer.

Microsoft pretty much ignores these forums.  The people providing the "answers" are private citizens trying to help.
I doubt seriously, if these responders are any more knowledgeable about "RT" than you.
The only one I ever saw was chained down to a counter in a local shopping mall - that probably makes me a expert on it.

The joke seems pretty much to be on you.  News reports indicate a market failure for the RT release.
It it pretty much what you see is what you get and there is no other software available to run on it.  (my impression)

John Walkenbach (the excel book author) makes a free upgraded version of the Excel data form available at his website.
However, it was created using the Office programming language (VBA) and RT will not run VBA.

There is a Windows RT forum with not much activity on it...
