i found that users can have their photos changed and attached to every email they send to other Exchange users. and is doable from Outlook 2013 itself. you can see the problem here when malicious users would post other photos instead.

how can this be blocked?

it seems Microsoft will left us hanging just like not being able to set defaults to disabling OWA, ActiveSync and such for current and new users.

This powershell should disable the feature to stop users from changing pictures

Set-OwaVirtualDirectory -id "owa (Default Web Site)" -SetPhotoEnabled $False
