Assuming you are installing on Windows 2008...if not let me know. Also assuming Exch 2007 from your post. From:
http://technet.microsoft.com/en-us/library/bb691354(EXCHG.80).aspx
Run:
ServerManagerCmd -i PowerShell
ServerManagerCmd -i Web-Server
ServerManagerCmd -i Web-ISAPI-Ext
ServerManagerCmd -i Web-Metabase
ServerManagerCmd -i Web-Lgcy-Mgmt-Console
ServerManagerCmd -i Web-Basic-Auth
ServerManagerCmd -i Web-Windows-Auth
For clustering:
ServerManagerCmd -i Failover-Clustering
A good step by step:

Yes you need to install components of IIS on a MBX server. Follow the pre-reqs step by step. Also follow the msexchange.org article step by step. You will not install the mailbox role, you will end up installing the Active Mailbox Cluster
Role. First you will need to configure the windows cluster. Please follow the article, it will take you the whole way.
