On all my Exchange 2013 servers Scom reports that the OWA.Proxy is unhealthy and that https://localhost/OWA/auth.owa gives an Error 400. But if I try https://localhost/OWA/ everything works fine and we have no problems with OWA on all our clients. What could be the cause of that error 400 ?

First please Troubleshoot OWA.Proxy Health Set according to this technet article

http://technet.microsoft.com/en-us/library/ms.exch.scom.owa.proxy(v=exchg.150).aspx

And for error 400, you can recreate OwaVirtualDirectory and ECPVirtualDirectory.
