Can a user have both a Notes ID and an Outlook ID That means Exchange mailbox and Lotus Dominio mailbox

What do you mean by both ID's ? If you have both the servers /applications configured for the same and different also organization, yes you can create and have both and from there you can do the migration from LOTUS to Exchange. Yes you can have both and it should be becoz otherwise how you will migrate and i do not think that make any sense having both configured for the same organization.
