junk email filtering is not working properly

I have a user who has the email junk filter option set to do "no automatic filtering" yet this is not stopping a ton of email from going to the junk email folder. I have my setting set to the same thing with no problem. She only has two senders in her blocked senders list. We are using Outlook 2010 and Windows 7. I am wondering what the fix here might be?

- If you have a GPO for Junk Mail to disable Automatic Filtering, need to confirm whether it is effected.

- If there is any Anti-spam/anti-virus/mail scanner module run on background, please disable them to check the result.

- If there is any 3rd party add-ins, please turn off it to check if the result either.

- Possible corrupted Junk mail rule, as a test use MFCMAPI to completely delete the exising rule and try resetting it... does the behavior persist with items landing in Junk Mail?

You may also try to manually modify the following registry key to force disable Automatic Filtering

Outlook 2010
=========
HKEY_CURRENT_USER\Software\Policies\Microsoft\Office\14.0\outlook
DWord: DisableAntiSpam
Value: 1 (Hex)

There is a setting in OUtlook 2010 GPO that says to "Hide Junk Mail UI" that when set, the users junk setting are still visible. Can you assist me with this problem?
