- If you have a GPO for Junk Mail to disable Automatic Filtering, need to confirm whether it is effected.
- If there is any Anti-spam/anti-virus/mail scanner module run on background, please disable them to check the result.
- If there is any 3rd party add-ins, please turn off it to check if the result either.
- Possible corrupted Junk mail rule, as a test use MFCMAPI to completely delete the exising rule and try resetting it... does the behavior persist with items landing in Junk Mail?
You may also try to manually modify the following registry key to force disable Automatic Filtering
Outlook 2010
