Yes , becuase POP3 will download the emails to his local PC. Once he is out side on any other PC , he will not be able to access his email. Configure a MAPI or RPC over Https account for him and let him access his emails any where.Raj

There is also one option to leave one message on serverin outlook, So he can set this option if want to leave one message. Later he can see mail if he access via other mode of client.Anil

Hi,
If web is working for user it might be a port related or connectivity problem, if there is an error kindly mention the same.Ripu Daman Mina | MCSE 2003 & MCSA Messaging

If i'm understand correctly, the POP3 user unable to receive mail when he/she at outside? POP3 will download the email to personal folder and delete it from server unless while configuring the POP3 account, you had set "leave a copy message on server" then
when he/she at outside he/she can verify whether the email was reached mailbox via webmail.
Back to POP3 account while outside, you can verify the settings via "Test MS Outlook Settings" (Tools>Account Settings>Click Change). There is button with name "Test MS outlook Settings". You just click this button to verify receving/sending protocol
is working for POP3 account
