Currently running Exch2007 and Exch2013 at the same time and doing a slow migration.

Moved two mailboxes and Public Folders to Exch2013.

Mailboxes on Exch2013 can see PF's but Mailboxes still on Exch2007 cannot.

Is this normal or did I miss a step?

No PF config on Exch2007 at all as part of migration, PF's on Exch2007 were removed.

All Mail clients are Outlook 2010.

Mailboxes on previous versions of Exchange, can't see public folders on Exchange 2013. That is the reason why a public folder migration should not be performed before all mailboxes has been moved to Exchange 2013.
So in other words, what you see is normal.

What you can do, is to roll back the migration but be aware that you will loose any changes that has been made after the migration.
