Try moving the mailbox to a different Exchange 2003 mailbox store using Exchange System Manager and then try the Move-Mailbox again.Ed Crowley MVP "There are seldom good technological solutions to behavioral problems."

Is the user in question a part of any protected groups? Like Domain Admins, Enterprise Admins, Account Operators, Administrators, etc in AD?
Have you been able to move any mailboxes successfully?
If not then have you tested communication between the two exchange servers? If you setup a test account on the 07 server can it send email to a user on the 03 server and vice versa?Chris Morgan

You need to enable Advanced View in Active Directory Users and Computers first. This can be done by clicking "View" in the menu and selecting "Advanced Features". Drill down to a problematic user. Go to the Security Tab. Go to Advanced, and there is an "Include
inhertible permissions from this objects parent" check box. Check it if it's unchecked then try to move the users as a test. if that works then you may want to script changing it all the users or use something like admodify.net to do it. (can't remember if
that tool will do it but it will test it out on one account to see before proceeding with all of them.

How about this...
Remove the Exchange Attribute from problematic mailbox and connect it back again.
If the above step doesn't work than try the below one.
Move the mailbox from one database to another database on Exchange 2003 server only.
Post the result. This issue shouldn't be a big problem.
I am wondering if you have tried to create new Database on 2007 server and than move the mailboxes into it?Gulab | Skype: gulab.mallah

has the mailbox exceeded its limit? Mailbox move will fail if the mailbox has exceeded its limit? Try increasing the mailbox quota and try again.
