Hi Phani, Install a new server in Dubai location with Exchange 2003, configure it properly and change the MX record in public DNS to accept mails from intenet.

Hello Phani, If you are going to keep the same domain & Exchange organization but different server name then you can move the mailboxes over the WAN if you have well enough speed. If you want to keep the same server name then you need to install same OS and hotfixes which you have on India server and follow below articles How to Move Exchange Server 2003 to New Hardware and Keep the Same Server Name If you are changing your domain name and Exchange organization then you need to move the users using ADMT.
