Have the same problem

To resolve this issue, modify the value of the ForegroundLockTimeout registry entry in Registry Editor. To do this, follow these steps:

Therefore, make sure that you follow these steps carefully. For added protection, back up the registry before you modify it. Then, you can restore the registry if a problem occurs.

Click Start , click Run , type regedit in the Open box, and then click OK . |
2. |
In Registry Editor, locate and then click the following registry subkey: HKEY_CURRENT_USER\Control Panel\Desktop |
3. |
In the right pane, locate and then double-click ForegroundLockTimeout . |
4. |
Under Base , click
Decimal , type 0 in the Value data
box, and then click OK . |
5. |
Quit Registry Editor. |
6. |
Restart your computer. |

I'm having the exact same problem! Outlook is ALWAYS on top of an opened email. It is very annoying and is a problem for several of my users. PLease help!! We've tried Locking the taskbar, then unlocking, then locking again, then restart Outlook, and that seems to help for a little while, but the problem seems to return. We are using Oulook 2010, W7 Pro. come on microsoft!!!!!!
I faced this issue and i found the answer for "My" problem.
I resolved the problem by removing the Addin of "Access" data collection.

mine was the same --- I changed it to Decimal and it now opens in front of Outlook...
Regedit worked on Win7 Pro with Outlook 2007.
Note: Restart of Outlook required after changing..

I too had a user with this issue. I disabled the following add-ons and restarted outlook and it was resolved. This also fixed an issue where the user could not attach documents. disabled add-on list:
ms social connector
sharepoint colleague import
ms onenote
Hi Sally;
Thanks for these steps they did work - however windows did an update last night and must have changed the ForegroundLockTimeout back to Hexadecimal. I squirrelled on and fixed it for my boss again - however will this occur every time there is an update?
just to expand on this one if it helps anyone.
The reg fix didnt work for me and when i loaded outlook and removed plugins it didn't work for me either.
but when i ran outlook as Administrator and removed the plugins it seemed to resolve the issue. i think this is becauseone plugin installs itself under every profile hence why it didn't work when removing it for one user.
I have been having this problem in Outlook 2013 and has been driving me insane!! I found a resolution in an Adobe forum. All my new emails open behind the inbox, and when I clicked on an attachment, it created a NEW email BEHIND te one I am working on!! UGG Frustration beyond description. Even in Calendar, new events would open behind! I would restart outlook and it would work fine for just one or two emails, then back to the same ol thing. Was ready to delete and reload it all, then I fould a fix, and you will no believe it. For those that have this problem, this fix is the answer. You tell me why it works because it makes no logical sense to me. Close Outlook...Then right click on the bottom task bar, right click and Lock and unlock the taskbar. Restart Outlook and problem solved! If your taskbar is locked, unlock it, then relock it. My taskbar was unlocked, then I locked and unlocked it, and it was fixed. I hope this stop a lot of people from road rage! Sit back and enjoy life now instead.
