I created a new profile. I have 14 auto complete files for some reason. Most are very small, but the one that I think I need is 217 kb. Is there any harm in deleting the other smaller files?

Do you mean the .dat files under C:\Users\<username>\AppData\Local\Microsoft\Outlook\RoamCache?
Please note in Outlook 2013 the autocomplete data is stored in the mailbox/data file, so the files you mentioned, based on my understanding, are something like cache and you can remove them without any issue.
You can test my words by moving these files out of the folder, then trying to check the autocomplete list, it is still there in Outlook.
