Please start Outlook in Safe Mode to try again:
Press Win + R, type "outlook.exe /safe" in the blank box, press Enter.
Outlook then will start in safe mode. If there is no such issue in safe mode, we may assume some 3rd-party add-ins caused the problem, please disable the suspicious add-ins to verify which one caused the problem.
In case some other programs are interfering with Outlook, please also perform a clean boot to troubleshoot:

I tried "outlook.exe /safe" and I hadn't the problem.
Now to open without 'safe' I should find some plug-in or what else?

Yes, please open Outlook and click File -> Options -> Add-Ins, disable the suspicious add-ins then check which one may be the culprit.
