Have you tried Scanpst.exe (Inbox Repair Tool)?
If not, then first you should try this free utility developed by Microsoft.
Location to find SCANPST: C:\Program Files\Microsoft Office\Office15
If the problem still persists, then you need to move on any third party tool. I would like to suggest you Repair PST File Tool on the behalf of my personal experience. This tool will repair your highly corrupted or damaged Outlook Data File.
Note: Run its Demo version before purchasing.

Hi,
Did it prompt you to repair Outlook program or repair the .pst file? Would you please provide the exact error message so that we can fix the issue more efficiently?
Since you cannot access the PST file, please try the following steps to see the result:
1. Browse to the file location where your PST files are stored.
2. Right click on the file and choose Properties.
3. Click the Security tab > Edit button.
4. Select your user account and give yourself the "Full control" permission.
5. Press OK until all dialogs are closed.
6. Start Outlook again.
