outlook problems
My outlook account will not open emails or folders. I can not read or respond to anything.

In this situation, I would totally create a new Outlook profile and re-setup my account to check the result. http://support.microsoft.com/kb/829918

If you need further help, please detail the more information. E.g. the error code/message you received during the process.
