2013 on-premise CU 8
I have a single user out of 7k mailboxes that cannot access owa externally, internal works fine.
Any ideas?

What is the error the user gets when they access owa externally?
Can you test it from a different pc or browser?

Access Denied
He has tried it from numerous PC and Browser
Even his cell phone.
