Hi,
Please check if you have OWA S/MIME plug-in is installed. If yes, then please uninstall and then delete the IE history and then open a new IE session to check the issue again.

Besides, I’d like to know if you have done customize on OWA.
If the problem still persists, then please try to re-create the OWA related virtual directory. Also I recommend you to apply the latest update(rollup 2 for Exchange 2007 sp2).
