i have given some points please have a look in to it .
By default the items in the "recover deleted items\deletions" folder will be available for 14 days . In case if it is deleted from that folder then we need to restore those emails from a valid backup .
As an additional info we can make use of single item recovery to have the messages on "recover deleted items\purges" folders which has crossed the retention period from "recover deleted items\deletions" folder .
Note : Messages on purges folder will also be available only for 14 days by default.
If the mailbox is under compliance then we can make use of option "ligitation hold" to hold all the emails for required no of years on the folder "recover deleted items\versions".
In your case i hope you would need to do an New-MailboxRestoreRequest to recover those items from the recovery database to the mailboxes in the production database.Because single item recovery and ligitation hold will not be enabled by default.
