subtraction

I am trying to create a formula that will sum the total water drained from a tank for a 24 hour period.  The problem that I face is that the tank may be refilled at any point during the week.  The following is a dataset example along with the result that I am looking for.

According to your description, I use the IF formula to get the result as shown in the following figure.
