Having an issue with an Exch 2007 server dropping MOM alerts sporadicly for:

Response to rule: "Execute: Test-Mailflow (Local) diagnostic cmdlet. (Report Collection)"

If I run test-mailflow -verbose, I get the same error. The link gives you:
Verify that the account that is used to run the Test-Mailflow cmdlet has the following permissions assigned:
Exchange Server Administrator role and local Administrators group for the server where the cmdlet is run CHECK
Verify that the target Mailbox server has a System Mailbox mailbox for each mailbox database that exists on the server. (How do I do this? We have two databases, and get-mailbox *system* doesnt return any)
