I am thinking about installing and testing exchange 2007 with my eval license that I have from Technet. IfI do and have that working the way i want it to, Can just install the full version on top of that or will I have to do another new clean install of it and re-setup everthing?

All you need to do is, update the correct product key for the licensed version because setup source is same for evaluation and full version. You don't have to reinstall the Exchange server.
