viewing Non-Delivered Reports
I go to Advanced Management -> DOMAIN (Exchange) -> Tools -> Message Tracking Center and find an email that has the following event:
SMTP: Non-Delivered Report (NDR) Generated
How can I read this report?

An NDR is that email you get back when you send an email that's undeliverable. It's not a "report" that's written to a file on the server somewhere.[string](0..33|%{[char][int](46+("686552495351636652556262185355647068516270555358646562655775 0645570").substring(($_*2),2))})-replace " "

That's a bit unhelpful (referring to Exchange - not to you). Someone sent me several emails recently and I received all but one of them. Maybe for the one message I did not receive they got a bounce back (at the very least the SMTP: Non-Delivered
Report (NDR) Generated message showed up in Exchange), however, if they did receive a bounce back they said nothing about it.
So, basically, Exchange threw out the email and I want to know why. And from what you're saying it sounds like I can't? *sigh*

You didn't say what release of Exchange. Depending on the reason for
the NDR, you should, if you have some level of diagnostics logging
above "None" set on the transport, find an event recorded in the
Application Log on the machine. You should also see the rejection in
the SMTP protocol log. The message tracking log should also have the
reson recorded.
