The safest way to avoid issues with attachments to external users is sending the mail in text format. You are most likely to run into these problems with Rich Text Format, but also in general with missing attachments when you send with HTML. Just
had to sort this out for the CEO.
This problem occurs because the Winmail.dat file is used to preserve formatting that the sending client includes in the message, but the receiving client does not recognize the Winmail.dat file. In Outlook, the Winmail.dat file includes Rich Text Formatting
(RTF) instructions. This type of formatting is used with the Microsoft Outlook Rich Text format and when you use Microsoft Word as your e-mail editor.
Winmail.dat attachments are included in received e-mail messages in Outlook

If these recipients are in your Personal Contacts in Outlook, select (see the links):
Make sure that the “Internet format” is set to “Let Outlook decide the best sending format”.
Or even better (to make sure): Send Plain Text Only
Email attachments disappear when sent to others (Outlook 2007)

If the Contacts are on Exchange 2010, Click on Properties, General, Use MAPI rich text: Change from Use Default Settings to Never. (The procedure is the same for previous versions.)MCTS: Messaging | MCSE: S+M
