Would you please follow the steps below to troubleshoot the problem?
1. If you start Outlook in safe mode and test the issue again, will you get the alert you are not responding to the latest message in this conversation? Press Windows key + R, type outlook.exe /safe in the Run box and press Enter.
If the issue would be gone in safe mode, please go to File > Options > Add-ins and disable suspicious add-ins to resolve the issue.
2. Please temporarily turn off your security programs to check the issue again.
3. Run a repair of your Office installation to check the result.

4. Create a new mail profile and setup your email account in the new profile to test the issue.
