The links you stated can be used to download lockout management tools. In fact, they can be helpful to determine the cause of lockouts ...

Do I just install the ALTools.exe and would intergrate with my Active Directory? Or do I need to do something else?

I tried regsvr32 acctinfo.dll on Server 2008 R2 and it did not added a new properties page in Active Directory users.
