Boot Problem
The newly configured Windows Server 2008 Ent. 64 bit SP1 (without Hyper V) hangs for several minutes during "Applying Computer Setting" and "Applying User Settings." The server is on a domain. Any help? Thanks

Sounds like a gpo issue.
Here is some hints to troubleshoot gpo issues:

Please undertake the following steps:
Provide any odd eventlog messages that you can find
Check whether the following KBs might apply to you:
Server 2008 R2 and Win 7 only
http://support.microsoft.com/kb/2525332
http://support.microsoft.com/kb/2617858
Server 2008 only
http://support.microsoft.com/kb/2379016
Provide more information about the structure, status, and configuration of your environment?
E.g.,
-Do you have multiple DC's?
-Does the server authenticate against a remote or site local DC?
-What kind of GPOs are applied within your environment
-Is your server 2008, or 2008 R2?
-Do any other servers in the environment experience the issue

To troubleshoot this issue, please collect the following information and post it or use Windows Live SkyDrive (http://www.skydrive.live.com/) to upload the files and then give us download address.
Collect Gpsvc.log
==============
To collect the GPSVC.log, we need to modify the following registry:
Subkey: HKLM\Software\Microsoft\Windows NT\CurrentVersion\Diagnostics
Entry: GpSvcDebugLevel
Type: REG_DWORD
Vaule data: 0x30002
After the issue reoccurs, find and upload %windir%\Debug\UserMode\Gpsvc.log file.
Collect gpresult output
==============
1. Run the command gpresult /v >C:\gpresult.txt.
2. Upload the C:\gpresult.txt to the above link.
Collect GPMC log
==============
1. On domain controller, click Start -> Run, type GPMC.MSC, it will load the GPMC console. If the GPMC snap-in is not installed.
2. Right click on "Group Policy Result" and choose wizard to generate a report for the problematic computer and user account (please place appropriately). (Choose computer and select the proper user in
the wizard)
3. Right click the resulting group policy result and click the "Save Report"
