Can't install the Windows Installer because of "... not enough storage ..."
To install SQL Express, I need to install .NET Framework. To install the .NET Framework, I need to install the Windows Installer. I have downloaded WindowsInstaller-KB893803-v2-x86.exe, but when I try to install it, I get, "Not enough storage is available
to process this request." I tried it after rebooting my machine. There are over 50G available on the partition that the install would go into. What could be wrong?

Possibly this one applies.

This is exactly my problem, described to a T. But the link you give shows no solution to the problem. It has a symptom, cause and more information, no solution. So after you do this
If the version of the Update.exe file is earlier than 6.3.13.0, you receive the misleading error message that is mentioned in the "Symptoms" section when the installation fails. If the version of the Update.exe file is 6.3.13.0 or a later version,
the error message indicates that the update package does not support the platform.
What do you do next?

In the case of original post the mentioned KB it is designed for OS below so the behavior is expected.
Microsoft Windows 2000 Service Pack 3 (SP3)
