Cannot access it

Try Start|Run
control.exe /name Microsoft.NetworkAndSharingCenter

If you would like to directly open up the Network
and Sharing Center ,
Please follow the steps as Dave suggested earlier. Start -> Run -> type control.exe
/name Microsoft.NetworkAndSharingCenter <hit Enter Button>
By the way, what exactly are you trying to achieve ?

I did run this in Windows' Run
control.exe /name Microsoft.NetworkAndSharingCenter

Reboot your server once and then try. also, look for any errors in event viewer.
If you would like to simply modify NIC settings, you might want to run ncpa.cpl from Run

Agree with Syed suggestion. Looks like some of the OS files have gone corrupt or missing on your OS.
Also, run sfc /scannow from elevated cmd (Run as admin)
If you are running this server in virtual environment, make sure virtual machine tools are installed. If virtual machine tools are installed and you are still having issues, uninstall the virtual machine tools, reboot and again re-install them.

When you run sfc /scannow, screen would look like below ... there won't be any blank cmd ! did you run the right command ?

You must run CMD as administrator
Go to start - all programs - accessories. Right click command prompt, and then rus sfc.exe /scannow
Then you will see than sfc.exe is running
