Client servers get "Replication of license information failed because the License Logging Service on server <server> could not be created".
We upgraded our two domain controllers from Windows 2000 to 2003. After the domain upgrade was completed, we noticed all servers that are part of the domain receive the following error:

Replication of license information failed because the License Logging Service on server <DC1> could not be contacted.

The <DC1> is our first Domain Controller. I get this error on all Windows servers on the network. I went to <DC1> and turned on the License Logging Service. I still receive this error. I refreshed the Logging Service on the <DC1> but clients servers still get the error.
To my knowledge there is not issues with the network traffic. I can access files from DC1 from DC2 with out any issues. When I run DCDIAG all tasks are completed successfully. I was told to make sure the license service is on, which is, and make sure the network is not experiencing any networking issues. To my knowledge, the network is not experiencing any issues.
Could the local security setting on the Domain Controllers be disabling clients servers from accessing the License Logging Service? Wouldn’t Microsoft prevent this from occurring on Domain Controllers?
Any suggestions?

Actually, License Logging Service is not recommended to turn on Windows Server 2003 servers due to issues, such as inaccurate license information, etc. It is disabled by default on Windows Server 2003 servers. You can disable this service now that you had upgraded to Windows Server 2003.
As License Logging service has many issues, it does not provide much add value to have license logging service enabled. You may simply disable License Logging service on all servers to resolve this issue. To turn off the license Logging service and have a better idea to the License Logging Service, please refer to the following Microsoft Knowledge Base article:
