You have to enable advanced features so that you will get the option under
Object tab.

Hello,
To protect a user account from deletion, grant only allowed user deletion and disabling ability of accounts.
If you accidently deleted an account then you can use AD recycle Bin to restore it if it enabled (You have to use 2008 R2 FFL to enable it) or ADRestore tool (It will not restore group membership). Another option is to restore the deleted account using an
authoritative restore of a DC.

1. Do you mean protect object from accidental deletition? If you have the latest server OS, you have this property set by default and object cannot be deleted.
2. When you create object user, you should enable it. Reverse process should be scriptable too.
