Hi,
This issue may occur because the icon cache is not updated correctly.
To fix this problem, please try MS Fixit tool in this link:
Icons change incorrectly in Windows
http://support.microsoft.com/kb/2396571
Or follow these steps to fix it:
Close all open windows if a Close Open Programs Interaction dialog box is displayed.
Create the Max Cached Icons registry key and set the value of that key to 2048. To do this, follow these steps:
Click Start and type Regedit in the Search box and click Regedit from the list
Locate and click to select the following key in the registry:
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\ ExplorerOn the Edit menu, click New, and then click String ValueType MaxCachedIcons for the registry key name and press Enter on the keyboard
Double-click on the Max Cached Icons registry key and type 2048 in the Value data: box and then click OKClose the Registry Editor
Delete IconCache.db thats located in the following path:
Windows XP
%userprofile%\Local Settings\Application Data
Windows Vista or Windows 7
%userprofile%\AppData\Local

Only a particular user profile is affected or all the TS users have this issue on server in question ?
If only one user profile has this issue, then try recreating the user profile and see if that makes any difference.Press any key... What the ... Where's any key ?

Hi,
Same question with above poster, is this issue happened in all user profile on the terminal server or just one user profile?
If it only affects one user profile, you can delete it and create a new one.

Also I found a MS article, that maybe useful for you:

Hi,
Please try following solution, check whether it can fix your icons issue.
First make sure you are able to view hidden and system files!
To enable this:
In any open windows explorer window, press the [ALT] key to view the folder menu bar.
Click on Tools menu, and select Folder Options.
Click on the View tab.
Under the Hidden files and folders section select the radio button labeled Show hidden files, folders, and drives.
Remove the check mark from the Hide protected operating system files and click OK if prompt appears asking if you want to continue.
Click on the OK button at the bottom of the Folder Options window.
To repair Icons:
Open up "My Computer" and navigate to the "C:\Windows" directory.
Scroll down to the "Installer" folder. Right click the "Installer" folder and choose "Properties".
Click on the "Previous Versions" tab and wait for the list to populate with previous versions.
Choose one from a date that you know/believe your icons were working, click on it, and choose "Copy"
In the box that pops up, tell it to copy to the "C:\Windows" folder.
If a warning pops up click on the "yes" box to Merge folders.
When/If a warning pops up asking if you want to "Copy/Replace" choose "Do not Copy" and make sure that you put a check mark in the "Do this for the next # conflicts" (You do not want to copy OVER the existing
files, you just want to merge the new files into the same directory as the existing)
When the copy is finished close all open folders and return to your Desktop. Right click on your desktop and select "Refresh"
Your Icons Should be restored!
