Hi, As far as I know, we can simply check the Remote logon user permission via Terminal Services Configuration (Windows Server 2003) and Remote Desktop Session Host Configuration (Windows Server 2008). Please refer to the following articles describe how to change permissions for Remote Desktop Services Connection on both Windows Server 2008 and Windows Server 2003.
