As I see you have got a problem with a DLL file which is NETAPI32.dll that is Net WIN 32 API DLL. Please run sfc /scannow. If this does not solve your problem, try to copy it from another server (Keep a copy of the current one). Have you installed a malware program or deleted it manually? It also may be corrupted.
